Serial killer Reginald Kenneth Arthurell struck from Sydney to The Outback.

A THREE-time killer who is also a suspect in several other murders has had his bid for freedom denied. For now at least.

The NSW Parole Authority today said it would refuse parole for Reginald Kenneth Arthurell when his non-parole period expired on May 24.

Arthurell, 68, used a piece of wood to bash to death 54-year-old Venet Raylee Mulhall, his former fiance, in her Coonabarabran home in 1995.

He is serving a maximum jail term of 24 years.

Last week Ms Mulhall's brother Paul Quinn spoke of his fear that Arthurell would be released and told how he begged the parole authority not to let him out.

But that won't happen until next year at the earliest after the parole authority confirmed to news.com.au he was still "unfit for release".

While he has only been convicted of one murder he was jailed twice for manslaughter. He served six years for the manslaughter of a sailor, Ross Browning, and four-and-a-half years for the stabbing death of his stepfather, Thomas Thornton. He pleaded guilty to that crime on the grounds he was provoked.

Arthurell has been named by police as a suspect in the bashing murder of Catherine Page, 82, in her Coonamble home in 1971 and a triple murder of two men and a woman at Mt Isa in 1978.

Mr Quinn told The Daily Telegraph he had written to the parole authority.

"I have written to the parole authority and the Attorney General's Department ... begging them not to allow him any possibility of freedom.''

"It's something that will stay with me forever. That man should never ever be allowed out. He shouldn't have been out when he killed Venet."

Part of his parole conditions for his stepfather's killing was he live with Ms Mulhall, who he met when she visited him in jail.

A police source last week told The Daily Telegraph police in every state except Tasmania have unsolved murders they suspect Arthurell is linked to.

In a statement, the parole authority said it considered submissions from the Serious Offenders Review Council (SORC), Corrective Services NSW (CSNSW) Community Corrections and Mr Quinn.

Both SORC and CSNSW agreed Arthurell was unfit for release until he successfully completed additional pre-release preparation and programs to address his offending behaviour.

If the intention to refuse parole was confirmed he would not get another chance of freedom until next year.
