NORWAY has a very low crime rate, which is surprising, given the abject luxury of its jails.

Even before the $25 million Halden Prison — touted as the world's most humane — came into existence, inmates could expect to serve out their sentences in surroundings more comfortable than most people's homes.

Each of Halden's 252 prisoners is assigned a private cell with a mini-fridge, flat-screen TV and ensuite bathroom. Not only do the cells have windows, they have windows without bars to let in more light.

A kitchen with stainless steel work tops and living room furnished with comfy sofas and coffee tables are provided for every 10 to 15 inmates.

Then there's the recording studio where prisoners can channel their criminal urges into making music, a fully-stocked library and a gym equipped with, of all things, a rock-climbing wall.

Architect Hans Henrik Hoilund has said he wanted Halden to look "as much like the outside world as possible" and not at all like an institution.

"(The) exteriors are not concrete but made of bricks, galvanised steel and larch; the buildings seem to have grown organically from the woodlands," Hoilund said in a 2012 interview.

"And while there is one obvious symbol of incarceration — a six metre concrete security wall — trees obscure it.''

Prison authorities claim such an attractive environment reduces recidivism in its prisoners — which include some of Norway's most dangerous criminals — thereby maintaining the country's enviable crime rate.

If Halden is at capacity, criminals are likely to find themselves incarcerated Ila Prison, situated on the outskirts of Oslo, and a place only marginally less comfortable than Halden.

Here, Anders Behring Breivik is serving a 21-year sentence for the murder of 77 people, most of them teenagers, at a political summer camp on Utoya Island.

Given his status as one of the world's worst mass murderers, Breivik should not be at Ila but at Ringerike, Norway's most secure — and presumably least enjoyable — prison.

But in a sick twist, Ringerike has excellent views of Utoya Island and was therefore ruled out.

None of this appears to worry the remorseless Breivik, who kicks off each day with a bowl of porridge or homemade brown bread served with lashings of ham or cheese and a hot jug of coffee.

Breivik's extra-large cell (three times the size of the one pictured above in order to increase the distance him and the general population) contains a study equipped with a computer. There's no internet access but he can use it to watch DVDs if he doesn't feel like surfing the 15 local channels on his flat screen.

Confinement to the isolation wing has other advantages. A prolific smoker, he can retop his cigarette supply with the press of a button and puff to his heart's content in an enclosed yard.

And he only has to press a room service-style bell to get more cigarettes delivered, which he smokes in an enclosed yard.

The rest of the prison population enjoy a similar lifestyle. Like Breivik, they, too are allowed to meditate, read books or write letters. Sentenced to 21 years for killing 77 people, most of them teenagers at a political summer camp.
