A VICTORIAN family will start 2013 as multi-millionaires after winning $40 million in Oz Lotto last night.

A retired Lilydale woman purchased the winning entry and was shocked to get a phone call just a short time ago informing her of the win.

"You're joking," she said. "Let me get my glasses to check the ticket!"

The woman, who has chosen to remain anonymous, said she'd been dreaming of receiving the winning phone call for many years.

"You know, I don't drink, I don't have many vices, but I like to buy the odd lotto ticket in a big draw like this one."

"You never in a million years think you'll win, but there's a hope that someday, something big might happen," she said.

"You don't know what this means to us. We've worked hard and struggled for what we have, and this will make life just so much easier. We'll pay off the house, pay off loans and help our children and grandchildren."

The winning 18-game QuickPick ticket was purchased from Knox Central Lotto in Wantirna South, proving to be a lucky location for winners.

Statistics released by Tatts this week reveal Wantirna South ranked third in the list of Victorian suburbs with the highest frequency of lotto wins between 1 December 2011 and 1 December 2012, with three wins across all games falling in the area.

Knox City Lotto also sold a TattsLotto win in March this year, worth $474,094.13.

Tatts spokesperson Zoe Knobel said the winner was understandably overwhelmed by the news.

"It's not every day you wake up to a phone call from Tatts telling you that you've become a multi-millionaire overnight," Ms Knobel said.

"This $40 million prize is the biggest single lotto win we've seen this year.

"It's also the fourth single highest lotto prize to ever be won in Australia. The highest amount that's ever gone to a single winner to date is a $53.2 million Oz Lotto prize."

The winning numbers in Oz Lotto's $40 million draw (983) were 36, 19, 15, 43, 12, 41 and 22. Supplementary numbers were 38 and 1.
